UPDATE: Alleged jailhouse pooper picks up charge #2
DELAWARE, Ohio — A man already under indictment is facing another felony charge after deputies say he defecated in his Delaware County jail cell and spit in a corrections officer’s mouth and face.
According to court documents, the incident started on March 23 when Israel D. Starks, 29 had an outburst in court while being arraigned on charges of menacing by stalking, violating a protection order, and telecommunications harassment.

Starks was taken back to the jail after the arraignment, where deputies say he started to defecate in his cell. Corrections officers entered to try and place Starks into a restraint chair. That’s when Starks spit into the open mouth of a jail sergeant, according to court documents.
The sergeant had to seek medical care as a result of the incident.
After the incident, Starks was charged with harassment with a bodily substance, in addition to the other charges. Bond was set at $25,000 in that case. His bond in the other case was already set at $300,000.

Starks was released from prison in the last month, after serving two years for felonious assault and having weapons under disability. In that case, Starks was accused of pointing an AR-15 rifle at the head of a woman in the basement of her own home.

Prosecutors say the stalking, protection order and telecommunications harassment charges are a result of Starks making continued threats toward the victim of that assault.
