DELAWARE, Ohio — Already facing charges for allegedly defecating in a cell and spitting on a corrections officer, a Delaware County Jail inmate is accused of spitting on another corrections officer.
According to court documents, on March 29, Israel D. Starks, 29, told corrections officers that he would assault them if he was put back in his cell. Deputies said he then spit at a corrections officer.

After reviewing body camera footage of the incident, Starks was charged with harassment with a bodily substance. That’s a fifth-degree felony in Ohio.
On March 30, Starks was indicted for two counts of harassment with a bodily substance for an incident that allegedly happened in the jail on March 23.
In that case, Starks was being taken back to the jail after an arraignment, where deputies say he started to defecate in his cell. Corrections officers entered to try and place Starks into a restraint chair. That’s when Starks spit into the open mouth of a jail sergeant, according to court documents.
Starks was originally arrested after being indicted on charges of menacing by stalking, violating a protection order, and telecommunications harassment. In that case, he’s accused of continuously harassing and threatening a woman he was convicted of assaulting.
Starks is being held on a $300,000 bond in the harassment case and $25,000 in the first harassment with a bodily substance case. Now, prosecutors are asking for a $500,000 bond for Starks.
Prosecutors’ bond request will be considered in a hearing Monday afternoon.
