DELAWARE, Ohio — A man who was accused of defecating in his Delaware County Jail cell and spitting on corrections officers will spend more than three years in prison.
Israel D. Starks, 29, was originally arrested in March after being indicted on charges of menacing by stalking, violating a protection order, and telecommunications harassment. He was indicted on those charged for continuously harassing and threatening a woman he was previously convicted of assaulting.
After an arraignment for that case, Starks was being taken back to the jail, where deputies say he started to defecate in his cell. Corrections officers entered to try and place Starks into a restraint chair. That’s when Starks spit into the open mouth of a jail sergeant, according to court documents.
Then, on March 29, according to court documents, Starks told corrections officers that he would assault them if he was put back in his cell. Deputies said he then spit at a corrections officer.
On June 7, Starks entered a guilty plea to violating a protection order, and was sentenced to 12 months in prison.
In a separate case, Starks pleaded guilty to harassment with a bodily substance and was sentenced to eight months in prison, to be served consecutively with the first case. He was also given an additional nine months of prison for violating post-release control.
In the case for the March 29 incident, Starks pleaded guilty to harassment with a bodily substance and was sentenced to an additional eight months, to be served consecutively with the other two cases.
